During the First world War, German Foreign Minister Arthur Zimmerman developed a reputation for attempting to unsettle the domestic politics of countries with which Germany was at war.  He provided support to the Bolsheviks against the Tsars knocking Russia out of the war.  He attempted it with Britain by providing assistance to republicans in both Ireland and India in an attempt to de-rail Britain’s war effort.

However when he attempted to do the same against the neutral United States of America by making an offer to Mexico to reconquer the states of Texas, New Mexico and Arizona, the plot was unearthed by British Intelligence and resulted in America joining the war against Germany.
